Man Sentenced For Taking Upskirt Photos Of Women

Tyler Waldman on August 2, 2018 View Article from Source A Baltimore County judge on Wednesday sentenced a Pikesville man to 2 1/2 years in prison for taking inappropriate pictures of women at an Owings Mills grocery store, prosecutors said.

Ryan Keith Felps, 45, pleaded guilty in June to seven counts of conducting visual surveillance with prurient intent before Baltimore County Circuit Court Judge Jan Alexander, who suspended the rest of a seven-year sentence.

Police were called to the store on Aug. 8 of last year, when an employee saw Felps appearing to use his phone to take a photo underneath a woman's dress while she wasn't looking. An officer confronted Felps and took his phones. A subsequent investigation found that he had similar photos and video of 37 different women while they were shopping there or at other stores. Most photos were taken at angles directed up the dress or skirt or down toward the breasts or genitalia. Police were able to identify and notify various victims, some of whom were under 18. At least one of the photos was shared to social media.

Felps will serve his sentence in the Baltimore County Detention Center, followed by five years of supervised probation. He must also register as a sex offender.
